Cautionary Guidance for U.S. Higher Education Professionals
The U.S. Department of Commerce advises that a deemed export license from the Bureau of Industry and Security, U.S. Department of Commerce, may be required for foreign nationals to conduct research in the United States on certain technologies. This license is issued to the U.S. higher education institution hosting the foreign national. For further information go to www.bis.doc.gov and choose the Policy Guidance tab, then click on Deemed Exports in the drop-down menu.
It is also important that you check for foreign organizations, including foreign universities and higher education institutions, that may be on the Entity List who have engaged in activities that are contrary to U.S. national security and/or foreign policy interests. You can find the Entity List at the Consolidated Screening List portal on the BIS website.
